David is a partner and consultant in the firm of Shepler & Fear General Agency, an employee benefits consulting and distribution firm located in Roseville, California. The agency began operations in June 2009.
David has worked as an advisor and consultant since 1979. In his career he has worked for major organizations including Great West Life, Humana and WellPoint as well as with regional employee benefit administration and consulting firms. His practice focus has been on association and group purchasing arrangements as well as alternative funding and managed care plans for small, medium and large employers throughout the United States. Over his career David and his family has lived in Fresno, CA, Denver, CO, Houston, TX, Louisville, KY and Sacramento, CA.
Professionally, David is a member of the National Association of Health Underwriters (NAHU) and served as its President in 2006/2007. He currently sits on the board of the NAHU Education Foundation, a 501-c organization focused on educating the public on health care issues. His past service within NAHU also includes the National Legislative Council, Regional Vice President and a ten-year member of the NAHU Board of Trustees. Additionally, he served as the Vice President of Legislative Affairs and President of the California Association of Health Underwriters (CAHU) as well as board member of the Sacramento Association of Health Underwriters (SAHU).
In June, 2015 David was the recipient of the industry’s highest honor, the Harold R. Gordon Memorial Award as Health Insurance Person of the Year.
David is an approved Continuing Education instructor in California and other states and is a former member of the advisory board of the UC Davis School of Healthcare Management. David attended the Brigham Young University in Provo, Utah and the California State University in Fresno, California. He is married to Kathleen Fear, the father of seven children and thirteen grandchildren. He has resided in Citrus Heights, California, a suburb of Sacramento since 1988.
